Is it common to be cold and sweat anyway?
My friend has been sweating quite a bit since summer. Even if he doesn’t do anything physical he sweats. He hasn’t had a fever either. So is this normal?

Not to be too personal, but is your friend a healthy weight? Is he sweating constantly indoors or outdoors? Is he spending all day outside working and then coming into a 70 degree house in the evening? There’s a lot that could cause sweating. If he’s concerned, he should just see his doctor. I think we’d need MUCH more information to answer your question.
